Orange shirts

When I first came here most of the groundskeeping around the City was done by men in orange shirts. While this appears to have changed a bit, the degree to which they were responsible for upkeep impressed me.
Recently I visited the facility that these hard-working individuals are housed in. I was rather surprised. Considering how crucial they are to the maintenance of the City, there appears to be ample opportunities for maintenance of their own dwelling.
This seems problematic. If the orange shirts have such a crucial role in City maintenance, it stands to reason that this hard-working life style would be one the City would wish to reward. Living with leaky pipes hardly seems to be the incentive one would expect to encourage such an industrious life style. After all, leaks could lead to illness, and that can lead to infirmity. If something happens to the Orange Shirts, who will replace them?
I hope I don’t. I hate weed whacking.
